Claims & Delay Analysis
Disruption
Disruption is interference that makes work less productive or more costly without necessarily delaying the project's completion date.
Definition
Delay is measured in time on the critical path; disruption is measured in lost efficiency. Out-of-sequence working, stop-start work, congested access, and repeated changes can all reduce productivity while the finish date is unaffected. Because the loss is in productivity, it is usually assessed with productivity-based methods, such as a measured mile comparison, rather than a critical path analysis. A project can suffer both, and the two are analyzed and priced differently.
Example
Frequent late design changes force a crew to demobilize and remobilize repeatedly; the work still finishes on time, but at a much higher labor cost than planned.
